This came from some discussion about table rows with differing
numbers of <entry>'s being valid DocBook, but we generate invalid
HTML from them. There appears to be only one case of this but it
could come up again. The script that generates appendices/
timezones.xml (scripts/gen-phpdoc-tz-list.php) is now fixed, so this
patch can be ignored or improved and committed. See also bug #44254.
