It seems that only a few people have the karma to deal with the site.css
file, so style-related problems are mostly attacked through PHD. The
latest proposed change to CSS has been approved the same person who is
the only one with phpweb karma, and yet he expects someone else to
commit this change.

I propose taking the documentation CSS out of the site.css file, putting
it into a separate file, e.g.  docs.css, and placing the same under
phpdoc module (like html/docs.css). I believe this way there will not be
excessive coding in the documents any more, and the problems will be
more easily solved by just making modifications to the CSS.

Also the docs.css file could be included in the HTML packages.
Currently, when a user who downloads a package like php_manual_tr.tar.gz
for example cannot view the documents in the same way they appear on the
web site (where they appear much nicer).
