I looked into this script:

Perhaps we can make it work by these steps:
1. grab the notes file (all compressed) from:
http://ANY_MIRROR_SITE.php.net/backend/notes/all.bz2
2. decompress the file
3. read the contents of the file
4 get the id, sect, rate, time info from every line
5 write these info into html files which have been generated by PhD, then
apply CSS styles on these notes.
6 generated chm file.*
