We'll need to create "helper modules", like the magical phpdoc-<lang>
modules we used to have in CVS (which pulled both en and <lang>),
which have sets of svn:externals.

f.e.
/repository/phpdoc/doc-en
  svn:externals . /repository/phpdoc/doc-base/trunk
  svn:externals ./en /repository/phpdoc/en/trunk

/repository/phpdoc/doc-ja
  svn:externals . /repository/phpdoc/doc-base/trunk
  svn:externals ./ja /repository/phpdoc/ja/trunk

/repository/phpdoc/doc-all
  svn:externals . /repository/phpdoc/doc-base/trunk
  svn:externals ./en /repository/phpdoc/en/trunk
  svn:externals ./ja /repository/phpdoc/ja/trunk
