To contribute, I want to suggest something too:

Sometimes a VCS user leaves a file in the middle of its translation to
continue later, but if he/she uses another computer to go on with the
pending work, a message is issued telling that he/she is the owner of the
work, and he/she cannot edit it (as if he/she was another person). I guess
this is to control the Anonymous accounts, but I think it's useless to apply
it for the ones who already have a VCS account.
