Usually what we do is encourage folks who are serious about
acquiring a php.net SVN account to submit a few patches in the area in
which they hope to work. Take a quick look through the documentation
and see where you could improve things (be it a typo, missing
documentation, or even an entirely new page translation) and send the
patch to this mailing list.
You may also want to introduce yourself briefly on the DE docs
translation list, CC'd on this email.
