Hi. Just a note for those interested.
The Windows CHM build machine (oti1.php.net) was rebooted at 8:00AM GMT yesterday as a requirement for some Windows Updates. I don't know ran that. If anyone does know, please can they make a note that Thursday 7AM Europe/London time is the build time. The machine is configured for Eastern Time (-5:00). The build never completed. I've re-launched the build. It'll take around 2 hours. You can view the build status at http://oti1.php.net/logs/build.chms.log Once you see the "Done", a manual pull from oti1 to rsync could be performed if required to push the new CHMs to the mirrors.
