Hello nerds, Somehow <?xml version="1.0" encoding="utf-8"?> was added to language-defs.ent, and it was not the first line. I've deleted this line and now pt_BR builds.
The reported error was like: $ php doc-base/configure.php --with-lang=pt_BR ... Loading and parsing manual.xml... failed.
