Ok, so you have the choice, Trying tools like nmap on port 2401 (look at nmap --help) to look at where is the problem.or trying some tcpdump of the network traffic.
you can try a telnet cvs.savannah.gnu.org 2401 just to look if it works. We can't really help you on this issue, since it's not our domain ...
