Details:
when installing a new phpgw this error is very likely to appear and could
bring a nasty image for phpgw.
Perhaps we could send directly user to account definition form ?
also ther is a 2nd error message about missign template file :
/phpgwapi/templates/base/error_report.tpl does not exist.
