Details:

After switching from php.ini-dist to php.ini-recommended, I could no longer
complete the setup process in setup/config.php.  Submitting the form would
merely "blink" the page, clear the fields, and store no configuration in the
database.

I determined that re-enabling the register_long_arrays option allowed me to
use most of the php.ini-recommended configuration and complete the
configuration process.

Using superglobals would be the optimal solution.

Apache 2.2.2
FreeBSD 6.0-RELEASE-p4
