This spec actually wants 4.4, plus the other two ES compat extensions.
Mesa chooses to ignore this, so set it to 4.3 (which allows most mesa
drivers to test it.)

At the very least though this should be bumped to 3.2, since this
extension is never valid in a GL < 3.2 context.
