make bin_export runs install.pike with the --export flag, which does two things:
* Instead of copying files to a directory, they are put in a .tar.gz (or in the case of Windows, a "burk") * Instead of running dump_modules(), which performs the byte-compilation, it runs do_export(), which will package the tar.gz and the installation script into a self-extracting tar
