I think the reason why the pattern rule in Nettle's top-level Makefile.in works is that *all* executables built by that Makefile are intended to be run on the build system. Unlike, e.g., the rules in tools/Makefile.in, which build executables intended for the host system, and hence don't use CC_FOR_BUILD or EXEEXT_FOR_BUILD.
