Thanks for the pointer.
However, when I look at ppmquant/palette-256.ppm, I see only 231
distinct colors. The phrase "The remaining 24 entries (indexes 0xE7
through 0xFE) are unspecified" in the Palm OS documentation suggests
that there are 232 distinct colors (256-24=232). So it seems there's
a color missing... I'm guessing that black occurs twice, once as 0xE6
and once as 0xFF.
