I toss the steel wool in the trash and pour the remaining fixer down the sink.  
As stated, the common darkroom user will not use enough fixer to impact the 
environment (though if you have a septic tank this may not be the case).  That 
said, the silver bonds to the steel wool, so tossing it into the trash means 
that it will not infiltrate the water system and pouring the remaining fixer 
down the sink is relatively harmless.  It's overkill, but a thing to do.
