I'm wondering if anyone else has tried this, and what their experience is.

I tried this trick with paper negatives. My main interest was to speed up the paper a bit. Worked too, but then for some reason I didn't use it after the initial tests. Maybe my born-in laziness :-) I also remember that the fogged negative doesn't last long, it should be exposed just after fogging.

One other thing interesting I found from the internet was placing the negative in nitrogen gas. This is something the astrophotographers use to get rid of the reciprocity failure. There are also some chemical methods.
