For the record, the project settings (framerate, width, height, etc) are
the settings used when working on the project, they define how you view the
project when working on it.

When exporting the project, that view can remain as it is (to get the best
quality), or you can specify smaller framerate, width, height, etc. to
obtain a different result.

I think it will become more clear after you render a project and see what
you get.
