FYI Martijn, when you look at the RAT reports and cast your vote, note
that there are three classifications of files in the reports that are
without license headers:

1) Eclipse project files, like .classpath and .project.  These should
obviously not contain license headers.

2) package.html (Javadoc) files.  Likewise

3) Resource files (.json).  Likewise.
