We can drop the StAX JARs, but it will then become the developer's
responsibility to ensure that the codebase lookup of the service descriptor
does not cause a performance problem. The developer will have to either set the
codebase_lookup applet param to "false" or include an appropriate service
descriptor somewhere on the classpath. Our recommended approach would be to use
the codebase_lookup param.
