After seeing the resulting behavior, I'm inclined to consider this not a bug. 
This isn't a use case Expander is meant to support, and I think the current 
behavior is as expected.

I made one minor change, such that the bottom border of the title area is 
always painted. This may make the the behavior seem a little less buggy (even 
though it's not really a bug).
