Right, but the only reason it was non-trivial was because it was doing
something that is already handled by resource bundles.
I don't think it belongs in the platform.

Ah, in Resources, there is the missing check on null parameter
(baseName) in the full parameters constructor, tell me I can fix it
tomorrow (trivial).
