There are various ways to discover whether has been done:
* Ask a friendly Member.
* Examine the asf-authorization file. This is found in the
https://svn.apache.org/repos/infra/infrastructure/trunk/subversion/authorization/
directory of the private repository. Note that new Chairs without
infrastructure karma will be unable to checkout this directory from subversion
until they have PMC chair karma. So, checking out this directory is a
reasonable test.
* Watch for the infrastructure commit to asf-authorization.
