It is done by email. The Board appreciates if the PMC also attaches the report to the agenda document (SVN) for the meeting, https://svn.apache.org/repos/private/foundation/board, but I am not sure of the karma requirements here. It is not a big deal if you only send the report by mail. Also, there is this "Marvin Fellow" who will send out an email some time before each board meeting, reminding the PMCs that they are up to report.
