'cause it was a duplicate.  INFRA-2382 and its subtasks (specifically in
this case, INFRA-2401) encompass what this ticket was meant to convey, but
creating it as a PIVOT ticket was inappropriate, since it's fundamentally an
INFRA task.  That's what I meant when I said that I cleaned up the
graduation tickets such that the things for us to do are PIVOT tasks, the
things for infra to do are INFRA tasks, and all tasks are linked.
