Steps to reproduce:
1) Run org.apache.pivot.tutorials.windows.Windows
2) Click the "Show Alert" button
3) Move the alert around by dragging its trim
Expected behavior:
You expect the alert to show that it's active when you click on its trim and
move it around.
Actual behavior:
The alert's parent shows the active state. However, when you try to click on
the parent, the click is blocked, and the alert is made active (which is
correct).
