OK. This is certainly doable in Pivot. It isn't overly complex, but it also 
isn't trivial. If anyone wants to take a stab at writing such an example, I'm 
sure Rey would appreciate it. It would also make a great addition to the demos 
page.

I get an HTTP error trying to load that page.  The Mac OS X dock can have many 
effects tied to it - are you specifically talking about the magnification 
effect as you roll over icons?

Can you explain in more detail how you imagine this menu might work? 
Specifically, what features of the dock are you trying to replicate?
