Hi, I also managed to reproduce this issue - and think it might be related to: https://salsa.debian.org/clamav-team/clamav/-/commit/0600f9ad575e1c64e391be4835515c331ac52fc2 (the change only enables/starts clamav-daemon, no mention of clamav-freshclam).
In a quick local test the change from: https://salsa.debian.org/clamav-team/clamav/-/merge_requests/7 seems to fix the issue for me locally.
