To be honest: I don't think that a changelog created in this way is a good idea. If upstream does not create/ship manually created NEWS/CHANGES then it is IMHO perfectly fine not to package one either. It would make sense to point this out to upstream and ask them to keep their CHANGES file up-to-date or simply remove it. A CHANGES file derived from git log will quite incomprehensible for a "normal" user and therefore of no almost value to them.
