I don't think so. I believe Henrique's branch is a clean import of
2.3.16 from upstream, whereas the -development branch is an evolution of
the 2.3.8 packages from Experimental which I updated to 2.3.13 and then
2.3.14 mainly by removing in-house patches from the Sirius repository.
Since I last touched it (to fix a security issue), others have brought
in stuff from the main Debian tree, including new translations and a
switch from dpatch to quilt.

Based on the comments in the patches, it looks like Henrique imported your work from the 2.3.14 development branch:

ibis:~patches$ pwd
/home/pgoetz/src/cyrus/debian/cyrus-imapd-2.3-hmh/debian/patches
ibis:~patches$ grep -i Duncan *
10-fix_potential_overflows.dpatch:## DP: Revised for 2.3.14 by Duncan Gibb <[email protected]> 17-fix_tail_syntax_in_xversion.h.dpatch:## Updated to 2.3.13 by Duncan Gibb <[email protected]> 30-update_perlcalling.sh.dpatch:## Updated to 2.3.13 by Duncan Gibb <[email protected]> 65-sieveshell-enhancements.dpatch:## Hacked up to 2.3.13 by Duncan Gibb <[email protected]> 70-allow-larger-buffers.dpatch:## updated to 2.3.13 by Duncan Gibb <[email protected]> 75-update-imapd.conf-documentation.dpatch:## Updated to 2.3.13 by Duncan Gibb <[email protected]>

and converted everything to quilt, so I think it should be OK to start using cyrus-imapd-2.3-hmh as the "one true branch" modulo whatever stuff has been brought in from the Debian main tree.
