I haven't verified if this claims of yours is true or not, but if it is
it rather sounds to me a bug in pbuilder, which should really invoke apt
(or whatever) ensuring that it does *not* install recommends.  This very
same argument also make moot the point about the difficulty to maintain
a chroot environment: in doing so you should really avoid installing
recommends and configure apt accordingly.

If these are the only reason for asking the non-closure of this bug
report, please rather reassign to pbuilder.
