I see more and more people with changelog entries like:
* /etc/acpi/battery.d is ignored on newer kernels (Closes: #491396)
The changelog entry describes the problem instead of the fix (or the
change done to avoid the problem). After discussion with the maintainer
he told me "I was lazy enough to keep the output of
dch --closes <n>".
For reference, the proper changelog entry should have been something like
this:
* adapt foo to use the new /sys/class/power_supply interface
instead of the /proc/acpi/ one which got removed in kernel 2.6.26.

So I really believe that as-is this option is encouraging bad practices
concerning changelog entries. I suggest to put a warning in the manpage
and to change what's added so that it becomes a template like this:
* Fix "<bug subject>": <explain the change and why it's needed> (Closes: #<bug>)
The developer should then replace the <explain...> part.
