It's not particularly obvious that this is because it failed to make a
soap connection due to the network being down.
Also, if it fails to connect, I think it should just assume it needs to
tag all bugs as pending. I'm working offline here; I don't care if my
tagpending generates an optimal and minimal set of commands; I do care
that the mail gets queued up so I don't have to remember to run
tagpending when I get back online.
