Obama administration, who will discuss the role of wireless broadband
infrastructure in the administration's plans for economic recovery and
universal broadband access. 

GDC WIRELESS BROADBAND IN EMERGING MARKETS SUMMIT:
Wireless Broadband in Latin America
Session Time: Tuesday, September 15, 2009 2:00-3:00pm

Latin America will remain one of the fastest-growing markets for
wireless broadband technologies in 2009, despite the economic
downturn.  The number of mobile WiMAX subscribers in Brazil alone is
likely to skyrocket from fewer than a thousand in 2007 to 3.6 million
in 2011, representing a compound annual growth rate of 940%.  As the
industry grows, spectrum availability and management is becoming an
increasingly critical issue.  This session will bring together key
industry players and regulators to discuss the upcoming spectrum
auctions and wireless broadband network deployments in the region.

Wireless Broadband in South Asia
Session Time: Tuesday, September 15, 2009 3:00-4:00pm

South Asia is home to some of the largest markets in the world.  Yet,
in China and India, wireless broadband is still trying to gain
momentum.  Planned spectrum auctions in India have been repeatedly
delayed as the Department of Telecommunications and Department of
Space struggle with interference issues.  China has only recently made
spectrum available for wireless broadband technologies.  Panelists
will discuss the potential for wireless broadband deployments in these
and other South Asia markets in this session.  The status of the
spectrum auctions in India will also be addressed.

Wireless Broadband in EMEA - Eastern Europe/Russia, Middle East and
Africa
Session Time: Tuesday, September 15, 2009 4:00-5:00pm

To date, wireless broadband deployment in EMEA has been driven by
WiMAX service providers, especially in the Middle East, Russia and
Eastern Europe.  WiMAX continues to be the dominant wireless broadband
technology in EMEA, while selected operators have recently committed
to LTE launches in Western Europe.  This session will feature insight
from EMEA experts discussing region-specific wireless broadband
deployments and assessing the impact of current technology choices in
the EMEA region.


WCAI BROADBAND AND WIRELESS POLICY SUMMIT:
Universal Broadband Service and New Spectrum for Wireless Broadband
Session Time: Tuesday, September 15, 2009 2:00-3:00pm

Achieving universal broadband access – i.e., ensuring that all
consumers are served by emerging broadband technologies at affordable
prices – is at the top of the Obama administration’s policy list. So
is making more spectrum available. What role should wireless play in
policies designed to achieve universal broadband access? Is more
spectrum required to achieve that goal? How does the government intend
to make more spectrum available? In this session, panelists will
discuss options for reforming universal service policies. Panelists
will also address the most likely outcomes in the new spectrum wars.

Next Generation IP-Enabled E911
Session Time: Tuesday, September 15, 2009 3:00-4:00pm

Congress recently required that the FCC promote consistency in the
deployment and operation of IP-enabled 911 and E911 services. The FCC
could decide to impose strict location accuracy requirements on
emerging IP-enabled voice services using WiMAX, WiFi, and other 4G
technologies. This session will explore the potential impact of
broadband universal service and E911 requirements on 4G technology
vendors and operators. Panelists will also discuss steps vendors and
operators should be taking now to prepare.

Automatic Roaming on Wireless Broadband Networks
Session Time: Tuesday, September 15, 2009 4:00-5:00pm

The FCC is considering whether automatic roaming obligations should be
extended to wireless broadband providers. This potential requirement
raises many policy, legal, and technical questions: Would the
imposition of automatic roaming undercut incentives to deploy new
wireless broadband networks and chill innovation, or would it enhance
wireless broadband access? What legal bases would support extension of
automatic roaming obligations to wireless broadband networks? Do the
potential technical challenges render the proposal unrealistic? These
questions and more will be addressed in this session.
