The idea behind freezing a package is to constrain it to a particular version, so from your list, "installed" and "installed update available" are both freezable.
It might be interesting to freeze a package at "not installed", thus preventing it from ever being installed, but I don't think that was something we'd considered before. I'm not sure it makes much sense to freeze a broken package.
