Wouldn't it be a lot more logical for someone using the constructor to
define clusters exactly as needed in the repository? Yes, right now
changing cluster definitions requires a putback to the pkg gate; but
that is no reason that the software should reflect the temporary
organizational boundaries of the groups producing it.
