To support the development of GUI front-ends to IPS, I'd like to propose 
the following conventions.  If these are ok, we could document them in 
the "doc/tags-and-attributes.txt" file.

3.3 Recommended Attributes

description

    A short, one-line, human-readable name for the package. This 
attribute is as
    the Summary field in the output of the pkg info command.

description_long

    A one or two paragraph description of the package.

description_url

    A URL that can be used to find an HTML description for the package. 
    The referenced HTML document may also contain references to
    images that enhance the description of the package.

The description attributes are all optional. Programs that use them must 
be prepared to handle packages that do not define these attributes.

Since these are "set" actions, they would be downloaded as part of the 
manifest file for an uninstalled package and can be accessed via the 
manifest object for the package. Once issue 322 is addressed, action 
tags are used to provide locale-specific values for the description 
attributes.

One question - is there already a convention concerning the use of "_" 
vs. "-" within set action names?
