Is it intentional that we've got SUNWcs delivering multiple license
actions? We've got multiple license actions specifying the same path in
SUNWcs, which is a bummer.
As you can see below, the licenses all have the same path and 4 of 5
have the same hash.
I was hoping to fast-path some code in the differencing algorithm,
but this means that I can't -- our code today seems to *depend* on
the side-effect of the differencer of weeding out dups.
Without weeding out dups, we get action errors on installation in
e.g. the hardlink action, since the link already exists.
