  The static/volatile terminology is not... well chosen.  Did you come
  up with other naming choices?  What if a site wants more than two
  retention policies?

  I also don't understand why the policy name needs to be embedded in
  the snapshot name, if you're already placing it as an attribute on the
  dataset.

  I'll go look at the code, but this part of the design will need
  further discussion.
