Trevor hinted at one concern, which is that we understand how to pull
them apart, if they end up living in separate consolidations. I think
it's safe to say that there will be configurations that don't wish to
have X11 installed, so we should keep the packages separate as well.

is where we're headed, but it would be good to understand if distutils
imposes a conventional structure.
