Rarely would a build process that is publishing a package have
permissions to set file ownership as root. So this leaves
postprocessing as the only choice, which greatly diminishes the
usefulness of the tool.

This is what I meant by "turning into a mess". Just set the modes the way
you want them in your install process, and, if you've permissions, set the
owner and group. If not, then postprocess.
