Why are so many things in the baseline changing?

I'm not following the logic exactly.  Why is it right to
set missing back to none before you break out in the
event that some of the index files are missing?

What's the logic around retrying this for up to 1 second instead
of 5?

i.e. what external event would happen to make the constraints
satisfiable within 1 second?
