pkg is both a desert topping *and* a floor wax.

These guidelines apply to it in its role as an end-user application (the 
user can invoke pkg, and may be interested in its logs and whatnot), and 
in its role as a facilitator of application management.

In its role as an end-user application, the relevance of the guidelines 
seems obvious.

In its role as a facilitator of application management, the guidelines 
provide some assistance in determining the kinds of requirements its 
clients (that is, the applications being installed with pkg) will need 
to satisfy.  Many of the requirements in the Product Installation and 
Removal section would ideally be satisfied by pkg, rather than requiring 
that the application include any specific support for them.
