If I understood you right:
I need to put my local repo into

<pkg_repo_addl_authority>
                        <main
                                url=""
                                authname=""/>
                        <mirror url="" />
</pkg_repo_addl_authority>

but adding packages to the packages list ( slim_cd.xml) is not
necessary, or yes?
I thought, if package already exists on my localhost and I put a newer
version of this package, IPS automatically chooses a newer version
(according to timestamps)
