Very hard call based on the current classification. If you were to be strict, only metacity (and perhaps sawfish) would ever be classified as Desktop (GNOME) > Window Managers. Ideally though, panel and awn are closer to the window manager than they are to Library or Application > Configuration and Preferences. Perhaps the compromise is Application > Accessories.
