I think so. I did a check of "empty" <cough>deleted</cough> packages as
part of checking a previous classification bug. I think I've fixed all 
of them now.

These cluster packages that are "empty" (i.e. just have depend lines) are a
slightly different beast. They should all exist under 
.../distro-import/unbundleds,
or in some of the ones we moved to .../distro-import/101a/common so 
they'd get
rev'ed correctly. I also think we've got 'em all now too.
