I think that's wrong. One need not be a developer to use tools that show system statistics. And many users do use such tools. When such tools begin to make use of DTrace... I think you could argue that tools that use DTrace and need headers are relying on things that are not stable interfaces, but then, you could also argue that DTrace itself doesn't need headers. So now we're down to this: whether you need headers will be a rough heuristic. But I won't argue against the goodness of bandwidth/time savings from excluding headers by default.
