Please try setting BE_PRINT_ERR=1 in your environment, then running the command again. Hopefully that will provide more detailed output. Can you create a new BE manually? (ie, in a shell does 'pfexec beadm create' work?) Are you able to freely activate the different BE's you may already have on your system?
