Here's a webrev to get rid of those damned nawk scripts in the package
makefiles:

The prototype files are now checked in from their latest autogenerated
selves (including check.py from this morning). There's a check target, run
automatically when doing "make packages" from the top level that errors out
if there are files in the proto area that aren't in any package. (Building
the packages will error out if the opposite is true.)
