6875 null publishing scheme should work for file paths

Change summary:
* Fixes usage of nopublishing option of importer by fixing bug in
publishing api
* Fixes importer hack for licenses to work again (I verified that the
hashes on a few published packages from a build 108 redist_import I did
matched those in the pkg.opensolaris.org repository for build 106).
